This licence is valid for a maximum of 4999 persons at any one time but the premises may also be subject to a maximum occupancy figure.
Mandatory conditions where licence authorises supply of alcohol
(1) No supply of alcohol may be made under the premises licence-
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(2) Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Mandatory conditions which came into force on 1 October 2010
(1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
(2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
Conditions Consistent with the Applicant’s Operating Schedule
The Prevention of Crime and Disorder
i) CCTV to be installed at the premises and recordings to be kept for 31 days.
ii) Recordings will be produced upon request from the Police Licensing Officer and other Regulatory Authorities.
iii) A refusals book will be maintained at the premises to identify either underage sales refused or persons who appear to be intoxicated. A refusals log shall indicate the date, time and reason for refusal and the person refusing. The record will be reviewed at least once a month by the Designated Premises Supervisor or the Premises Licence holder. The person carrying out the review shall look for patterns and inconsistencies that may indicate that an individual is not following the system or that additional support is required at certain times of the day. The reviewer shall sign and date the record once they have checked it and make any record of any action taken as a result.
The Prevention of Public Nuisance
i) Notices will be displayed requesting patrons to leave the premises quietly.
The Protection of Children From Harm
i) Staff will be trained in respect of their responsibilities with specific regard to the sale of alcohol to minors and those who appear intoxicated. Training will be provided for those who work in the premises, whether paid or otherwise, before they are allowed to sell alcohol and will include Challenge 21, proof of age, and refusals records. The training will be documented. The premises licence holder or Designated Premises Supervisor will check that the training has been understood. The training will be repeated at least every 6 months. Records of training will be provided to Responsible authorities and the Licensing Authority on request.
ii) A Challenge 21 policy will be in place and operated at the premises at all times. All those working at the premises, whether paid or otherwise, shall require identification from customers purchasing alcohol who appear to be less than 21 years old and who are unknown to the person serving as being over 18. Acceptable proof of age will be a passport, UK photographic driving licence, ‘PASS’ accredited proof of age card or Armed Services Warrant Card with photograph and date of birth identified. No other form of identification shall be accepted.
iii) Notices will be displayed in the premises identifying that a Challenge 21 Policy is in place and failure to produce ID will result in refusals.
iv) A refusals log will be kept and produced upon request to the Police Licensing Officer and other Regulatory Authorities upon request.
