Mandatory conditions where licence authorises supply of alcohol
(1) No supply of alcohol may be made under the premises licence-
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(2) Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Mandatory conditions which came into force on 1 October 2010
(1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
(2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
Conditions Agreed with Leicestershire Constabulary
The licensee will ensure that CCTV is installed following advice from the Leicestershire Constabulary and maintained in accordance with the Information Commissioner’s CCTV Code of Practice.
All recordings are to be kept for a minimum of 28 days and made available to the Police and / or Licensing Authority within 24 hours of the request.
The Challenge 25 Policy will be adopted.
Challenge 25 materials shall be displayed at the premises to inform customers of the operation of the Challenge 25 scheme.
Conditions Consistent with the Applicant’s Operating Schedule
General
CCTV to be installed following advice from Leicestershire Police.
Alcohol not to be opened or consumed on the premises.
Proof of age required to purchase alcohol.
Operate a ‘Zero Tolerance’ in respect of customers who commit offences.
The Prevention of Crime and Disorder
Consult the Police for advice to reduce alcohol related crime.
Ensure all staff are trained on the sale of age related products.
Ensure stocks of alcohol are close to checkout and not near exits where they can easily be stolen.
Public Safety
Facilitate removal of litter and waste from front of and the vicinity of the premises.
Seek to identify people who have already consumed a significant amount of alcohol in order to make a decision on whether or not to allow them to purchase more alcohol.
Ensure CCTV is operative and fully functional.
The Prevention of Public Nuisance
Ensure all staff are trained and aware of licensing objectives and are fully supported if refusal to sell alcohol are activated.
Ensure that adequate procedures are in place for dealing with customers who are being refused service due to drunkenness, age, behaviour or being banned based on advice and best practice from police.
The Protection of Children from Harm
Display signage to inform customers that they will be challenged for identification for age related products.
Ensure customers are not buying age restricted products and supplying to persons under age outside the shop.
Pay attention to the outside of the premises to ensure people are not loitering and behaving in a manner likely to harm.
