Conditions imposed by Licensing Panel
1. Music is not to be audible at the boundary of nearby residential properties after 2300 hours. Failure to achieve inaudibility will require a noise limiting device and such device shall be installed, fitted and maintained in such a manner as to control all sources of amplified music at the premises. Once set such a device should be inaccessible to the licensee or his staff.
2. All external doors and windows must be kept closed in all rooms when events involving amplified music or speech are taking place, other than for access and egress. It may be necessary to install mechanical extract ventilation or air conditioning for use during warm weather.
3. Openings, including those for extract and ventilation purposes, in the external fabric of the premises may have to be acoustically sealed to the satisfaction of the licensing authority.
4. Clear and prominent notices shall be displayed at all exits, in the external seating areas and car park requesting customers to respect the needs of local residents and leave the premises and area quietly. As an aid to quiet dispersal, sale of alcohol should cease 30 minutes prior to closing time.
5. The bottle bank will not be used in connection with any events at the Village Hall after 22.00 hours.
6. The licensee will ensure that
a) Temporary electrical wiring and distribution systems are not used without prior inspection by a suitable qualified electrician.
b) Temporary electrical wiring and distribution systems shall comply with the recommendations of BS 7671 or where applicable BS 7909
c) Where they have not been installed by a competent person, temporary electrical wiring and distribution systems are to be inspected and certified by a competent person before they are put to use.
d) Entertainment equipment shall be fitted with a 30mAmp RCD (residual current device)
7. The licensee will ensure that an adequate and appropriate supply of first aid equipment and materials is available on the premises.
8. The licensee should advise Melton Borough Council as to the intended maximum capacity at the premises
Conditions consistent with applicant’s Operating Schedule
General
The Hall management Committee takes a responsible attitude to holding functions and only lets the Hall to responsible persons or organisations that agree to the standard terms and conditions of hire.
The Prevention of Crime and Disorder
The hall is supervised by responsible people during its period of use.
Hirers attention is drawn to their responsibilities.
The hall is locked when not in use and CCTV is being installed.
Public Safety
The management committee ensures that the hall is maintained in safe condition and has the services professionally inspected and certificated.
The Prevention of Public Nuisance
The management committee ensures that Licensee conditions are followed and that they are agreed by hirers of the facilities.
The Protection of Children from Harm
Children are always supervised by responsible adults when on the premises and the attention of hirers is drawn to this requirement as a condition of hire.
