Non Standard timings for Regulated Entertainment and Opening Hours
Additional timings in line with non standard hours for alcohol plus half an hour
On the morning BST commences timings until 02:30am
1. Mandatory conditions: Supply of Alcohol
(1) No supply of alcohol may be made under the premises licence-
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(2) Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
2. Mandatory Condition: Door Supervisors
When one or more individuals are at the premises to carry out a security activity, each such individual must be licensed by the Security Industry Authority.
3. Mandatory Condition: Exhibition of Films
The admission of children under the age of 18 to film exhibitions permitted under the terms of this licence shall be restricted in accordance with any recommendations made
a) By the British Board of Film Classification (BBFC), where the film has been classified by that Board, or
b) By the licensing Authority where no classification certificate has been granted by the BBFC, or, where the licensing authority has notified the licence holder that section 20 (3) (b) (74 (3)(b) for clubs) of the Licensing Act 2003 applies to the film.
4. Operating Schedule Conditions Agreed with Leicestershire Constabulary
a) CCTV will be installed at the premises in accordance with advice from the Leicestershire Constabulary Crime Reduction Officer and maintained in accordance with the Information Commissioner's CCTV Code of Practice.
b) All images shall be retained for 31 days and made available to the Police on request.
c) The Premises Licence Holder will risk assess the requirement for door supervisors at the premises and shall employ such supervisors at the premises at such times and in such numbers, if at all, in accordance with that risk assessment.
d) Any drinks promotions at the premises shall be carried out in accordance with "JDW's approach to Responsible Drinks Retailing" as amended from time to time.
e) The Premises Licence holder/DPS will use all reasonable endeavours to prevent customers leaving the premises with open drinking vessels save for the purpose of consumption in a specified outside drinking area under the control of the Premises Licence Holder.
f) A "Challenge 21" scheme shall be operated at the premises.
5. Conditions Agreed with Environmental Health
a) The performance of amplified music shall be no louder than the background level of noise at the boundary of neighbouring residential properties and is to be inaudible at the boundary of neighbouring properties after 2300 hours.
b) All external doors and windows must be kept closed in all rooms when events involving amplified music or speech are taking place, other than for access or egress.
c) Any external areas are not to be used for licensable activities after 23:00 hours.
d) Clear and prominent notices shall be displayed at all exits, in any external seating areas and car park requesting customers to respect the needs of local residents and leave the premises and area quietly.
e) The licensee will ensure that
I. Temporary electrical wiring and distribution systems are not used without prior inspection by a suitable qualified electrician.
II. Temporary electrical wiring and distribution systems shall comply with the recommendations of BS 7671 or where applicable BS 7909
III. Where they have not been installed by a competent person, temporary electrical wiring and distribution systems are to be inspected and certified by a competent person before they are put to use.
IV. Entertainment equipment shall be fitted with a 30mAmp RCD (residual current device)
f) The licensee will ensure that an adequate and appropriate supply of first aid equipment and materials is available on the premises.
g) The licensee should advise Melton Borough Council as to the intended maximum capacity at the premises
6. Conditions Consistent with Applicant’s Operating Schedule
General
a) The premises licence holder will ensure that all staff at the premises are trained in accordance with established JD Wetherspoon plc training procedures.
The prevention of crime and disorder
b) The premises licence holder shall adhere to the document “JDW’s Approach to Responsible Drinks Retailing”
c) The licence holder will ensure that non-alcoholic beverages including soft drinks, drinking water, coffee and tea shall be available at all times sale by retail of alcohol is carried out at the premises.
d) The licence holder shall take reasonable steps to ensure the DPS or a nominated member of staff shall be a member of Pubwatch or a similar scheme and shall use his or her best endeavours to attend regular meetings of such a scheme.
Public safety
e) The licence holder will ensure that the premises will be constructed and will operate in accordance with all Health & Safety and related legislation in order to ensure the safety of customers and staff.
f) The licence holder will ensure that there shall at all times be an area permanently set aside for no-smoking at the premises.
The prevention of public nuisance
g) The licence holder will ensure that the premises adhere to the company dispersal policy
The protection of children from harm
h) The licence holder will ensure that children under the age of 16 shall not be allowed on the premises beyond 21:00 hours or 21:30 if eating a meal.
i) The licence holder will ensure that children under the age of 16 are always accompanied by an adult who will be required to maintain supervision of them.
j) The licence holder will ensure that suitable food and non-alcoholic beverages are available at all times children are allowed on the premises.
